In NY State any person or breeder who sells 9 or more puppies in a
year must be licensed through the NYS Department of Agriculture.

NY State regulates the conditions that dogs are bred under as well
as health guarantees that are given. They hold surprise inspections
in order to help ensure that the puppies are being raised in a
healthy, clean and safe environment.

They also protect the buyers rights by the institution of the NYS
Puppy Health Guarantee entitled "The Sale of Dogs and Cats."

After completing the proper paperwork and having passed the first
announced inspection every breeder is issued a PD # that must be
included in every advertisement, flyer, or website that they use.
This gives you the buyer more confidence in knowing that you are
dealing with a breeder who has passed the inspection and that you
are protected by NYS law for the health guarantee that you will be
given.
